2. QUALIFICATION PROCESS

2.1 PROVINCIAL QUOTAS

Each province (with an official PSO or not) will receive the following qualifying quotas for Regional Championships based on the number of eligible provincial athletes. For example; if a province has between 0 and 9 registered athletes in a given age category, they may send 4 to CEC Regional events.(1).

Provincial Quotas for Youth Regional Championships (All Disciplines) as follows;

Between 0-9 registered athletes in each category allows a quota of 4 athlete to qualify.
Between 10-19 registered athletes in each category allows a quota of 8 athlete to qualify.
Between 20 or more registered athletes in each category allows a quota of 10 athlete to qualify.

Provincial Quotas for Open Regional Championships (All Disciplines)

Between 0-14 registered athletes in each category allows a quota of 10 athlete to qualify.
Between 15-34 registered athletes in each category allows a quota of 20 athlete to qualify.
Between 35 or more registered athletes in each category allows a quota of 30 athlete to qualify.

(1) Eligible Provincial Athletes must hold a current PSO membership and are able to compete for Canada at international events.

Athletes may only be registered with 1 province or PSO.

It is the sole discretion of each province/PSO to determine provincial rankings.

Non-PSO athletes:

Athletes seeking to compete in a  CEC series event from provinces without a PSO or RSO can qualify by competing in a competition or series recognized by the CEC in their province.
Regular provincial quotas as above will apply for that province.

They may also compete and qualify in another province with a recognized PSO/RSO.  They will be considered extra quota for that PSO or RSO they have registered with. The following restrictions will apply:

Athletes must register with the selected PSO or RSO they wish to compete and are subject to that PSO’s rules and regulations.
They will be subject to the same Provincial/Regional quotas as the PSO/RSO’s as listed above.
Athletes can only qualify in one province.
It is at the discretion of that PSO or RSO which events athletes are eligible or required to compete.

2.2 REGIONAL QUOTAS

Each Region will receive the following qualifying quotas for National Championships:

Regional Quotas for Youth National Championships (All Disciplines)

Each Region (East and West) is allotted 20 athletes per category

Regional Quotas for Open National Championships (All Disciplines)

Each Region (east and West) is allotted 40 athletes per category.

2.3 UNUSED QUOTA

REGIONALS ONLY

The Provincial/PSO Quota spots that cannot be filled because of lack of eligible athletes is considered “Unused Quota”. The total “Unused Quota” from all registered PSO/RSO in a Region will be shared equally by the Provinces/ PSOs with filled quotas (i.e. between if the Maritimes there are 11 “unused quota” spots. These are shared equally between ON and QC = 5 spots each).

“Unused quota” does NOT apply for eligible athletes who choose not to attend Regionals.

2.3 COACHES QUOTA

Provincial Quotas for coaches for ALL CEC events (All Disciplines).
Each province will also be allowed to provide one athletic therapist/medic in addition to their coaches.

Each facility will be allowed to send 2 coaches for any regional event and 1 coach to any National event.  The coaches must have a valid CEC membership and have a criminal record check completed. (EPIC or vulnerable sector)

Provinces will be responsible for sending the names of the coaches that will be accredited and ensuring that the coaches have the criminal record check completed.

Only coaches registered by their province will have access to ISO and other restricted areas, as well as have the ability to file appeals.

3.  EXTRA QUOTAS

In addition to the Regular Quotas described in section 2. above, Extra Quota may be given to each Province/PSO/REGION for the following:

3.1 PRE-QUALIFIED ATHLETES

Provinces/PSOs with reigning national champion will receive 1 extra quota spot for that category for Regional Championship Only.

Athletes who attend Youth Pan Ams will be pre-qualified for REGIONALS and therefore exempt from provincial championships and are extra quota for the PSO they are registered with.

3.2 PROVINCIAL APPLICATIONS

Each province/PSO may apply for up to 2 youth and 3 open extra quota per category based on extenuating circumstances (i.e. injury, illness, past performance). Applications will be reviewed by High Performance Committee on a case by case basis.

3.3 NON-RESIDENT CANADIANS

A Province/PSO will receive 1 extra quota spot for each NON-Resident Canadian who finishes in a qualifying position (i.e. Non-Resident finishes 4th in PSO ranking with a quota of 8 to Regionals. PSO receives 1 extra quota for that category for a total of 9).

Each Region will receive 1 extra quota spot for every NON-Resident Canadian who finishes in a National qualifying position.

3.4 HPC SELECTIONS

The High Performance Committee may select up to 2 youth and 2 open athletes per category per province/PSO for Regionals and 2 youth and 2 open athletes per Region for Nationals. These selections are based on individual athlete performance trends. These selections are at the sole discretion of the HPC and may not be applied for, lobbied for or otherwise influenced.

3.5 FOREIGN NATIONALS

For the 2020 season, Foreign Nationals will not be eligible for CEC events.
