2019 World Championships Selection Criteria

I.          INTRODUCTION

The IFSC World Championships are the highest level of climbing competition. In 2019, the WCH is also the first Olympic Qualifying event.

Accordingly, the CEC will select only athletes who have shown results, dedication and other performance metrics that indicate the best chance at achieving results in line with the HP program objectives stated below.

This selection policy is intended to ensure that selected athletes also meet the highest standards of athlete conduct that this responsibility requires.

It is the responsibility of all athletes to ensure that they comply with this policy, including attending required selection events, camps and execute all applications and understand all applicable terms and conditions by the relevant deadlines.

As part of CEC’s High-Performance strategy, this Policy will be reviewed annually and amendments may be made to ensure the Policy provides the best possible outcomes.

II.        OBJECTIVES

The objectives of the selection committee and this policy are to:

  1. Select athletes whose season results show a high probability to achieve the following results at the 2019 WCH:
    1. Top 25 or better in a single discipline.
    2. Top 20 in Combined.             
  2. Select athletes who will always represent Canada professionally.

 

III.       GENERAL INFORMATION

A.         CEC Endorsement

CEC is the national body responsible for the sport of Sport Climbing in Canada as recognized by the International Federation of Sport Climbing (IFSC).

Athlete selection to Canadian WCH team will be made by the selection committee.

B.         Eligibility

To be eligible for consideration for selection to the Canadian WCH team, athletes must:

  1. be a Canadian citizen;
  2. have read, signed in agreement and returned the execution page of the CEC athlete agreement.
  • be a current CEC National Level Member in good standing;
  1. meet all IFSC eligibility requirements;
  2. agree to the Canadian Centre for Ethics in Sport (CCEC) and WADA anti-doping policies (ADPs);
  3. agree to participate in and meet all competition, training and participation requirements as determined by the HP committee;
  • be available for sample collection and have provided accurate and up-to-date whereabouts information on a regular basis as directed by IFSC and/or the Canadian Centre for Ethics in Sport (CCES), under the policies of IFSC and CCES and the World Anti-Doping Code (Code);
  • not have breached any ADPs in the past 10 years nor have had a sanction imposed which has not been completed. For the purpose of considering eligibility for selection, a breach of any ADP may include: (i). an athlete under investigation for an Anti-Doping Rule Violation (ADRV) where an infraction notice has been issued or the athlete has been stood down under the provisions of any ADP; or ii. a failure to comply with an athlete’s obligations under an ADP, even if such a breach does not result in an ADRV.
C.         Selection Committee

The role of assessing athletes against the selection criteria is the responsibility of the selection committee ratified by the CEC board.

The committee consists of:

  1. The High-Performance Director (HPD)
  2. The Executive Director (ED)
  • CEC athlete Representative.

The HPD will act as chairperson of the Selection Committee. In the case of unavailability, the CEC Board may appoint a replacement selection committee member. Each selection committee member will vote on athlete selection in line with the selection criteria objectives and without bias. If panel members cannot agree, the chairperson will have the final selection decision.

D.         Amendment

These criteria and subsections may be amended or supplemented, particularly where matters arise which have not been provided for in these criteria. All amendments must be approved by the CEC Board. If approved, the CEC will provide public notification in writing, any criteria amendment or supplement, and will endeavor to give as much notice as possible, to all persons affected by any such amendment or supplement

E.         Appeals

Appeals may be made to the HPD directly via email.

An appeals committee (composed of 2 board appointees and the athlete rep will consider all appeals.

IV.       WCH Selection Criteria

A.         Automatic Selection
Single Disciplines

Athletes who achieve any one the following criteria in any one discipline will be automatically selected:

  1. WC Rank in the current season of 20 or better.
  2. Top 25% of field WC result. (i.e. 25th or better in a field of 100).
  • Top 30% average results across 2 or more WCs in the same discipline.

If more than the IFSC quota of 5 athletes should achieve automatic selection, athletes will be selected based on WC ranking.

Combined

                  Athletes who achieve any one the following combined criteria will be automatically selected:

  1. WC Overall Rank in the current season of 25 or better.
  2. Top 30% of field WC result each in 2 disciplines.
  • Demonstrated participation and structured training in all 3 disciplines.

If more than the IFSC quota of 5 athletes should achieve automatic selection, athletes will be selected based on WC Overall ranking.

B.         Regular Selection

Single Disciplines

Athletes who achieve any one of the following criteria in any single discipline will be considered by the selection committee:

  1. Top 3 Canadians in WC Rankings for each discipline for the current season.
  2. Top 35% of field WC result (i.e. 35th or better in a field of 100).
  • Top 20 WC results in the previous 24 months.
  1. WC rank of 45 or better in the current season.
Combined

Athletes who achieve any one of the following combined criteria will be considered by the selection committee:

  1. Top 3 Canadians in WC Overall Rankings for the current season.
  2. WC Overall Rank in the current season of 40 or better
  • Top 45% of field WC result in 2 disciplines (i.e. 45th or better in a field of 100).
  1. Demonstrated participation and structured training in all 3 disciplines.

Regular selection is at the sole discretion of the selection committee. Meeting the criteria to be considered does not guarantee selection.

The selection committee will evaluate each athlete who meets regular selection criteria based on the ability to achieve the HP objectives outlined in section II. above.

C.         Timing

The timing and notification for WCH selections are as follows:

  1. Automatic Selection

Athletes receiving an automatic selection will be notified when the automatic criterion has been achieved.

  1. Regular selection

Athletes selected under the Regular Selection criterion will be notified by July 15th, 2019. Later selection will be considered if athletes achieve one of the criteria after that date.

 

* All athletes selected under either Automatic or Regular criteria are subject to health and fitness evaluations at any time to confirm their ability to compete in peak form.

I.          WCH Funding

A.         Automatic Selection

Athletes selected through the Automatic Selection criteria will receive funding to cover:

  • Airfare (economy class)
  • Accommodation (to be arranged by team leader) for the duration of discipline(s) selected for only.
  • Ground transportation
  • Meals (to be arranged by the team manager)

All other expenses are the responsibility of the athlete.

B.         Regular Selection

Athletes selected through the Regular Selection criteria will receive funding to cover:

  • Accommodation (to be arranged by team leader) for the duration of discipline(s) selected for only.

All other expenses are the responsibility of the athlete.
